VUT licence in Valencia: tourist dwellings in the Valencian Community

By Inés Arroyo VidalReviewed by Marta Calderón IbáñezPublished Updated Stage 6: Rent out

Quick answer

In the Valencian Community a tourist dwelling is registered electronically by self-registration. The directorate lists the occupancy licence, one cadastral reference, liability insurance and a favourable municipal report on urban compatibility. Display the registry number and get the community’s express approval first.

Applies toOwners considering a tourist let in the Valencian Community, including Valencia, Alicante and Castellón.

§ 1What we read

We read the Valencian tourism directorate’s FAQ on tourist dwellings. The document carries no date, so we cannot say how current it is, and it cites the Valencian accommodation regulation of 2021 and the tourism law of 2018. Later texts have changed the rules: a Valencian decree-law of 2024 and a Valencian law of 2026, published in the regional gazette on 2 July 2026. We did not read either, so treat the FAQ as a starting point. This page belongs to the chapter in holiday rentals in detail. The directorate’s main pages could not be fetched, so some detail is missing. Check the directorate’s current pages and ask your lawyer.

§ 2Self-registration

The main route is an electronic self-registration, in which the owner notifies the tourism administration of the start of activity and declares the required data. The territorial service checks the data and the documents, and if all is correct the dwelling is registered. If not, registration is refused. Both outcomes are notified through the citizen folder. Individuals can use a digital certificate, including video identification or representation.

§ 3Documents

The directorate lists the occupancy licence, a single cadastral reference for the dwelling and civil liability insurance. On urban land, a favourable municipal report on urban compatibility for tourist use is required before registration. The dwelling must be clean and well kept. On rural land, whether an exemption from or a new declaration of community interest is needed depends on the municipality’s planning. Ask the town hall for the answer in writing.

§ 4The community

The FAQ says a community of owners can limit tourist activity through its statutes, but the decision must be formalised in a public deed and recorded in the registry to affect third parties, and dwellings registered before the decision keep their registration. Since 3 April 2025 the horizontal property law also asks for the community’s express approval before a new tourist let starts, which the FAQ does not mention. A law-firm summary says that the 2026 Valencian law makes the declaration confirm that approval and asks for insurance that covers tourist use; we did not read the law. How the community vote works explains the approval and the vote.

§ 5Capacity and standards

The directorate says the minimum standards depend on the category and include room sizes, kitchen equipment, bathrooms and lift requirements from certain floors. Whole dwellings are let, not single rooms. A rural dwelling can host up to a set number of guests under the same document. We do not repeat the detailed standards, which are in the regulation’s annex.

§ 6Number and adverts

Each dwelling must show a registry number sticker at the entrance, and every advert must include the number. The directorate says portals are monitored for compliance. Owners must also keep complaint forms available to guests.

§ 7Other limits

The document mentions a separate procedure when one owner has a fifth property, who must register as a management company, and the guest-reporting platform for police records. It lists cancellation of a registration, with a hearing, and sanctioning procedures for operating without registration, without amounts.

§ 8National layer

A resolution of the registry authority published in the gazette on 9 July 2026 records the Valencian rule that a change of ownership needs a new declaration with a favourable municipal report on urban compatibility, so a licence does not simply pass to a buyer. Valencia city also has its own limits on new tourist licences, which we did not read. The national registry number that how the national registry number works describes was annulled in 2026, so the Valencian number is the one to keep in order.

§ 9More on this topic

How letting on Airbnb works explains the platform side of tourist lets and the rules on Andalusia explains what the Junta says about tourist dwellings.

The rules on Catalonia explains the Catalan decree-law on tourist dwellings and the rules on the Balearic Islands explains the Balearic decree-law on tourist stays in dwellings.

The rules on the Canary Islands explains the Canary law on tourist use of homes and the rules on Madrid explains the Madrid rules for tourist dwellings.

FAQRelated questions

How do I register a tourist dwelling in Valencia?

Electronically, by the self-registration procedure on the regional sede, with a digital certificate. The tourism service checks the declared data and documents, and notifies registration or refusal through the citizen folder.

Do I need a municipal report?

For homes on built-up land, yes: the tourism directorate asks for a favourable town hall statement that tourist use fits the plan. Rural land can need further approvals. Obtain the statement in writing before applying.

Must I display the number?

Yes. A coloured sticker with the registration number goes by the front door and the number appears in every advert. The directorate says it checks portals. Guests must also be able to ask for complaint forms.
