Spain property market, prices and rules for foreign buyers

By Daniel WhitcombeReviewed by Marta Calderón IbáñezPublished Updated Stage 1: Decide

Quick answer

The market, the prices and the rules for foreign buyers are three separate questions. Foreigners made 15.98% of registered home purchases in the second quarter of 2026, the national price index rose 12.2% over the year, and no national law bars foreigners from buying.

Applies toBuyers who want the facts about the market and the rules before they commit.

§ 1Market, prices and rules

Three questions come before most purchases. What is the market doing, what do homes cost, and what rules apply to people like me. Each has a chapter in this section, written from official sources, with the date we read them.

§ 2The market

The market overview explains who buys, how many foreigners are among them and how much of the picture official statistics can show. In the second quarter of 2026 foreigners made 15.98% of registered home purchases. The chapter also covers the rental market and the questions about a fall or a bubble, using the central bank’s own assessment.

§ 3The prices

The prices chapter explains the national index, the price per square metre, the average price and the regional differences. The index rose 12.2% over the year to the second quarter of 2026, and the registrars’ average was €2,487 per m². It also explains why forecasts differ and why we do not publish one.

§ 4The rules

The rules chapter separates what is law from what is a bill or a request. No national law bars foreigners from buying. A bill that would add a large tax on purchases by non-EU residents is not law, and requests from the Canary Islands are not law. The chapter explains how to check any rule yourself.

§ 5How we use sources

We use the statistics office, the property registrars, the central bank, the Congress bulletin and the official gazette. Where a point rests on press reports, the page says so. Where we could not read a source, we say that too and do not fill the gap.

§ 6How to use this section

Use it to set a budget, to understand the headlines and to ask better questions of your lawyer and adviser. Do not use it to time a purchase. Then continue to the sections on the buying process, the costs and the legal checks, which turn the picture into a plan.

§ 7Keeping current

Releases come every quarter and rules change at any time. Each page shows its sources and dates, and pages on rules in motion carry a change log.

§ 8Where to go next

Start with the chapter that answers your first question, then read the costs section to turn prices into a budget.

§ 9Chapters in this section

The market overview explains who buys and what the numbers say and prices explains where Spanish house prices stand and how to read them.

Rules and policy explains which rules apply to foreign buyers and which are only proposals.

FAQRelated questions

Is it a good time to buy?

The official figures show rising prices and strong demand. Whether it suits you depends on your finances, your horizon and the town. Use these pages to set expectations, then judge the property and the costs with local advice.

Can foreigners still buy?

Yes. No national law bars foreigners or non-residents from buying homes in Spain. Some defence zones need authorisation for non-EU buyers, and proposals about taxes and island limits are not law.

How current is this section?

Each page names its sources and the date we read them. Quarterly releases replace the figures, and rules in motion carry a change log. If you find something outdated, tell us through the contact page.
