§ 1Who it is for

The registration certificate is for citizens of EU member states who live in Spain. Free movement means they do not need a visa, but they register after arriving. The Spanish government portal explains the procedure, and this page follows it. It belongs to the chapter in the rules on registering in Spain.

§ 2The deadline

The portal states that the application must be made within three months of the date of entry into Spain. It is done in person at the foreigners’ office of the province where you will live, or at the police station if there is no foreigners’ office, and an appointment is required. Book early.

§ 3The documents

You show a valid passport or identity card. The other documents depend on your situation. An employed worker shows an employer’s confirmation or a contract, or proof of social security registration. A self-employed person shows proof of self-employment or registration. A person who does not work shows health insurance covering Spain and sufficient resources for themselves and their family. A student shows enrolment and health insurance. You must also be registered in the padrón. Check the current list with the office.

§ 4What the certificate shows

The certificate states your name, nationality, address, NIE and date of registration, and it is issued immediately. It is not a card. Many institutions accept it as proof of your NIE and your registration. Keep the original safe and a copy with you.

§ 5Relation to the NIE

An EU citizen who buys a home before moving still needs a NIE to buy, as the NIE chapter in the legal-process section explains. The registration certificate later states the same number. Do not apply twice for different numbers.

§ 6What it does not do

It does not make you tax resident, and tax residence does not depend on it. The tax residency chapter explains the tests. Nor does it change how your Spanish home is taxed, which depends on tax residence.

§ 7Bringing family

Family members who are EU citizens register in the same way. Family members who are not EU citizens follow different procedures and may receive a different card. The rules are specific, and we do not describe them here. Ask the foreigners’ office or a lawyer before you move.

§ 8Renewals and changes

The certificate is not a card and does not expire in the way a permit does, but your circumstances can change: a job may end, a student may graduate. Keep your documents up to date, and ask the office if a change affects your registration.

§ 9If you are not an EU citizen

Non-EU nationals follow a different path, with a visa or permit and the TIE card, explained in more on the TIE card. The padrón, which is a requirement for the certificate, is explained in more on what the padrón unlocks.

FAQRelated questions

When must I register?

Within three months of the date of entry into Spain, according to the government portal. Book the appointment early, since appointments can be scarce in some provinces, and arrange the padrón first because it is one of the requirements.

Which documents do I need?

A valid passport or ID, and documents by situation: employment or self-employment proof, or health insurance and sufficient resources if you do not work, or student enrolment and insurance. Ask the office for the current list.

Does the certificate include a NIE?

It does. The sheet you receive lists your identity, address and number together with the registration date, and the portal says it is handed over immediately. File it with your passport copies.
