Cost of building a house in Spain: how to budget

By Daniel WhitcombeReviewed by Marta Calderón IbáñezPublished Updated Stage 3: Choose where and what

Quick answer

We publish no price per square metre, because we found no official figure and costs vary widely. Budget from the architect’s project and written builder quotes, add land, taxes, fees, connections and a reserve, and ask how the reduced VAT of 10% applies to your contract.

Applies toBuyers who need a realistic budget for building a house on a plot.

§ 1Why no average

We looked for an official average cost of building a house in Spain and did not find one we could cite. Prices vary by region, ground, design, finishes and builder, and published figures are usually marketing. Your own budget is built from quotes, line by line. It belongs to the chapter in the rules on land and self-build.

§ 2The cost lines

A self-build has several cost lines. The land and the taxes on its purchase come first. The architect and the technician, the project, permits and local taxes follow. Then come the works, the connections to services, insurance, the deed of new construction and the registry, and finally landscaping and furnishing. The page on building a house, more on building a house, shows where each line falls in the sequence.

§ 3Quotes

Ask at least two builders to price the architect’s project, with the same specification, and compare line by line. A low total may leave out items. Ask for the programme and the payment stages. Architect and builder explained explains how to choose and contract the builder.

§ 4VAT

The tax agency states that construction or rehabilitation of buildings mainly used as housing is taxed at the reduced rate of 10% when the promoter and the contractor contract directly, and that the reduced rate does not apply not to subcontracts. The page does not say how this treats a self-builder, so ask your adviser before you sign. Works that do not qualify may be taxed at the general rate.

§ 5Reserve

Ground conditions, weather, design changes and price movements push costs up. Keep a reserve in money and time, and do not spend it before it is needed. Decide in advance who approves changes and how they are priced.

§ 6Paying

Pay in stages against progress certified by the technician. Avoid large advances. Pay by bank transfer, keep every invoice, and ask that VAT be shown separately.

§ 7Financing

Banks lend differently on plots and self-builds, and often release funds in stages against certificates. The mortgages section explains the loan. Ask your lender how it handles self-build.

§ 8Check

Review the budget with your architect at each stage, and update it when quotes change. Keep the file for tax and for a future sale.

§ 9Land and taxes

The price of the land is only the first cost. Taxes on the purchase depend on the seller and the land, and the costs section of this handbook explains them. Ask your adviser what applies to the plot before you commit.

§ 10Check the contract

Make sure the contract states the price, the specification, the programme, what happens if the cost rises and who pays for changes. Ask your lawyer to read it. A contract that is vague on these points invites disputes.

§ 11More on this topic

Planning permission explained explains building permission.

FAQRelated questions

What does it cost to build a house per square metre?

We give no figure. Cost depends on the region, design, finishes, ground and builder, and no official average exists that we could cite. Ask several firms to price the same project in writing.

What costs are easy to forget?

Connections to water, power and sewage, the architect and technician, permits and local taxes, insurance, landscaping, furniture, and a reserve for ground problems. Add the cost of money while you wait.

Is VAT reduced on construction?

The tax agency says construction of housing is taxed at a reduced rate when the promoter contracts directly with the builder, and not for subcontracts. Ask your adviser how it applies to a self-builder before you sign.
